Shahab Khodro Performance Report for 1404 (2025–2026)

From Settling Overdue Commitments to Revitalizing Manufacturing Operations

A review of Shahab Khodro’s performance in the solar year 1404 indicates that the company centered its strategic focus on two core pillars: simultaneous project execution and internal restructuring.

According to Astan News, Shahab Khodro’s primary objectives over the past year focused on fulfilling long-standing overdue commitments, expanding partnerships with municipalities and urban service organizations, reactivating idle capacities, and improving financial and legal standings. These collective measures have paved the way for the company’s return to a growth trajectory and enhanced operational revenues.

Settlement of Past Commitments and Broadening Strategic Partnerships

In 1404, Shahab Khodro successfully fulfilled all its cumulative overdue obligations. Notable achievements included:

Delivery of two 18-meter King Long articulated buses to the Tehran Bus Company (fulfilling commitments dating back to 1400/2021).

Delivery of two electric vans to the Tehran Municipal Terminals Organization.

Manufacturing and delivery of the Holy Razavi Shrine electric van (originally scheduled for delivery in 1401/2022).

Furthermore, a contract for retrofitting Padra and Nissan utility vehicles into firefighting units was concluded, leading to the delivery of 9 units. The company also signed an agreement with the Tehran Fire Department for the refurbishment of roll-off vehicles and finalized a memorandum of understanding (MoU) with the Arak Fire Department to overhaul and deliver two fire trucks, supply dedicated equipment and spare parts, and design an educational electric van. Subsequent actions included a contract for retrofitting 30 light commercial trucks and 10 Nissan Padra pickups, of which 6 fire utility trucks and 5 Nissan Padra firefighting vehicles have already been completed and delivered.

Reactivating Industrial Capacities and Asset Monetization

A key highlight of the company’s performance over the past year was the optimal utilization of factory infrastructure and existing resources:

Paint Shop Activation: Operating the industrial paint shop to deliver services to external clients such as Setareh Barfi and Iran Kaveh.

Contract Manufacturing & Engineering: Undertaking toll manufacturing (job work), signing a contract for the design and manufacturing of 30 BLDC electric motors, and constructing specialized waste compactor vehicles for the Maklavan Municipality.

Asset Management & Facility Leasing: Generating steady revenue by leasing unused warehouses, production bays, and spaces to companies including Pars Khodro, Rasa Motor, and Nan-e Razavi.

Capitalizing on Dormant Assets: Fabricating a high-capacity diesel generator utilizing idle machinery, alongside the sale of decommissioned scrap materials and slow-moving warehouse inventory to unlock fresh liquidity.

Financial Consolidation and Legal Milestones

Management implemented decisive actions to address legal affairs and streamline financial health:

Settlement and Collections: Settling legacy contractor claims, actively recovering receivables from several municipal authorities, obtaining standard tax and social security clearance certificates, and participating assertively in judicial proceedings.

Resolution of Tax Files: In 1404, Shahab Khodro resolved and closed all historical tax cases, leaving zero open tax audits or pending claims against the company.

Debt Restructuring: Securing official approval from the National Facilitation and Production Obstacle Removal Taskforce regarding the 600-billion-Rial liability to Bank Saderat.

Profitability Achieved: As a direct result of these fiscal and operational reforms, Shahab Khodro achieved both operational and net profitability after 15 consecutive years.

On the legal front:

A five-year-old dispute regarding an electric van was formally closed.

Vehicle registration hurdles for Shahab Khodro buses purchased by the Shahroud Municipality were fully resolved.

The vast majority of legal complaints concerning 26 burned buses were successfully settled.

Human resources were reorganized with an emphasis on project-oriented and contractor-driven models.

Legal attachments and confiscation orders on documentation for approximately 14 vehicles sold in prior years were lifted, with legal ownership cleanly transferred to the buyers.

Strategic Outlook and Future Road Map

For the upcoming fiscal year, the Board of Directors has outlined four core strategic priorities:

Joint-Venture Manufacturing: Collaborative production of buses and light commercial trucks alongside private-sector manufacturers.

Expansion of Vehicle Conversions: Scaling custom body-building and retrofitting for firefighting trucks, municipal vehicles, and electric vans.

Automotive Import Ventures: Entering the vehicle import sector, specifically leveraging the strategic advantages of the Sarakhs Special Economic Zone.

Spare Parts Monetization: Expanding spare parts distribution and sales through competitive auctions and targeted commercial marketing.

Despite macro challenges—such as foreign exchange fluctuations, municipal budgetary constraints, and fierce industry competition—Shahab Khodro relies firmly on the prestigious standing of the Razavi Economic Organization, its prime manufacturing premises, and decades of engineering heritage in specialized firefighting and utility vehicles. With these strengths, the company aims not only to bolster profitability, but also to fully eliminate accumulated losses and secure sustainable, long-term growth.
